Fosroc Cebex 250
Chloride-free, ready-to-use powder admixture that gels the water phase of a cementitious grout to stop cement washout during underwater placement.
What is it?
A chloride-free, ready-to-use white powder admixture that is added to cementitious grout to make it resistant to washout when placed or pumped underwater.
Where is it used?
Marine, hydraulic and submerged structures — pile and cofferdam grouting, voids beneath jetties, dams, tunnel linings, scour repair and any cementitious grout that must travel through or set in standing water.
Why use it?
It surrounds the cement particles with a protective gel so cement is not stripped out by surrounding water, preserving strength, density and bond instead of producing a weak, milky, washed-out grout.
How is it applied?
Blended dry into the cement/grout mix at the rate stated on the current TDS, then mixed and pumped/placed as normal; it thickens the grout slightly but improves pumpability via a lubricating cement-particle layer.
About Fosroc Cebex 250
Fosroc Cebex 250 is an underwater grouting admixture supplied as a ready-to-use, chloride-free white powder. It belongs to Fosroc’s Cebex range of cementitious-grout admixtures, but unlike the plasticising/expanding members of that family (such as Cebex 100 and Cebex 200, used to fluidise and gas-expand cable-duct and base-plate grouts), Cebex 250 has a single, specialised job: to make ordinary cement-based grout cohesive enough to be placed underwater without losing its cement. The problem it solves is well understood on any marine or hydraulic site. When a normal cementitious grout is pumped or tremied into standing water, the surrounding water scours the fine cement particles out of the mix before it can set. The result is a chalky, milky cloud in the water, a low-strength porous mass where the grout was meant to be, and contamination of the surrounding water body. Cebex 250 prevents this. When it is added to the grout, it produces a gel in the water phase of the mix which surrounds each cement grain and physically protects it from being washed away. Importantly, this gelling action is purely physical and does not chemically interfere with cement hydration, so the grout still develops its design strength once placed. The product also has a useful secondary effect: although adding the powder appears to thicken the grout, it forms a lubricating layer between cement particles that actually improves the overall pumpability of the mix, which matters when grout must travel long distances down a tremie line or injection hose. For contractors and consultants in India working on ports, jetties, intake structures, barrages, bridge foundations and similar wet-environment concrete and grouting works, Cebex 250 is the additive that lets a standard, locally available cement grout behave like a purpose-made anti-washout grout. Space Arc Engineering supplies and supports Cebex 250 as an authorised Fosroc distributor and applicator across Delhi NCR and Pan-India, and can advise on selecting between admixing your own anti-washout grout with Cebex 250 versus using a factory pre-blended underwater grout such as Conbextra UW.
The technical insight
The core mechanism is anti-washout cohesion. Cebex 250 acts on the free water in a cement grout rather than on the cement itself: it gels that water phase so the mix holds together as a cohesive plastic mass even when fully surrounded by water. Because the cement particles are encased in this gel, the velocity of the surrounding water cannot strip them out during placement, and the cement-to-water ratio of the placed grout stays close to as-batched — which is the whole point, since washout is really a loss of cement that quietly destroys design strength and durability. The admixture is chloride-free, which is essential underwater work, because almost everything Cebex 250 is used near (steel piles, reinforcement, post-tensioned and prestressed elements, marine RCC) is corrosion-sensitive, and a chloride-bearing admixture would be self-defeating in chloride-rich seawater or brackish environments. The lubrication effect is a consequence of the same gel film: by separating cement particles with a slick layer, the grout pumps more smoothly despite its higher apparent viscosity, so an underwater grout that looks too thick to handle can in fact travel further down a line than the same grout without admixture. Because Cebex 250 does not impair hydration, normal cement chemistry and the strength gain of the base grout continue undisturbed. Practically, this makes Cebex 250 a “tuning” admixture: the grout’s strength, expansion and flow characteristics come from the base cement/grout system you choose, and Cebex 250 simply adds the property — washout resistance — that a submerged placement demands.
Where it is used
- Grouting under and around marine and offshore structures — jetty and wharf foundations, fender piles and quay walls placed in tidal water
- Filling voids and annular gaps in submerged pile sleeves, cofferdams and caissons where dewatering is impractical
- Scour repair and underbase grouting beneath bridge piers, abutments and hydraulic structures in flowing or standing water
- Tunnel-lining, shaft and culvert grouting where water ingress makes a conventional grout liable to wash out
- Dam, barrage, intake and spillway remedial grouting and void filling in submerged or perpetually wet zones
- Grouting of dock gates, sea outfalls, intake screens and water-treatment structures placed below the waterline
- Any project where a standard, locally batched cementitious grout must be tremied or pump-injected through standing water without cement loss
Key advantages
- Minimises washout of cement from grouts during underwater placement, protecting strength, density and bond
- Chloride-free formulation — safe to use around steel piles, reinforcement and prestressed/post-tensioned elements in marine and chloride-rich environments
- Does not impair cement hydration, so the base grout still develops its full design strength
- Improves overall pumpability by forming a lubricating layer between cement particles, aiding long-distance tremie/injection placement
- Supplied as a ready-to-use white powder — added dry to the mix, with no separate gauging liquid to measure and store
- Reduces clouding and cement contamination of the surrounding water body, supporting cleaner, more compliant marine works
- Lets contractors upgrade a standard, locally available cement grout to anti-washout performance instead of importing a specialist pre-blend
Limitations & considerations
- It is an admixture, not a complete grout — strength, flow and expansion still depend on the base cement/grout system you select and batch correctly
- Adding the powder visibly thickens the mix; teams unfamiliar with anti-washout grouts may wrongly assume it is unworkable, even though pumpability is actually improved
- Performance depends on correct addition rate, thorough mixing and forced-action (not hand) mixing — under-dosing or poor dispersion reduces washout resistance
- It mitigates but does not licence careless placement; grout should still be placed by tremie or bottom-up injection to minimise free fall and turbulence through water
- For high-strength, precision underbase or congested cable-duct work, a purpose-made product (e.g. Conbextra UW underwater grout, or the Cebex 100/200 plasticising-expanding admixtures) may be the better fit
- Public exact figures (dosage rate per bag, specific gravity, pack size, yield, shelf life) are not published on the open Fosroc product page — always confirm against the current region-specific Technical Data Sheet before specifying or ordering
Selection & best practice
Use Cebex 250 only with a sound, well-graded cementitious grout, and add it dry to the mix at the rate stated on the current Fosroc Technical Data Sheet for your region — do not estimate the dose. Mix using a forced-action or high-shear mechanical mixer (never hand mixing) to fully disperse the gel-forming powder; the grout will look thicker than usual, which is normal and expected. Place the grout by tremie pipe or bottom-up pump injection so the mix displaces water rather than free-falling through it, keeping the tremie tip embedded in already-placed grout to limit turbulence and washout. Because the product is chloride-free, it is suited to placements around steel and reinforcement, but standard cover, embedment and curing practice for the base grout still apply. Always cross-check the dosage, specific gravity, pack size and shelf-life figures against the latest TDS and the product label before specifying or batching, and ask Space Arc Engineering for project-specific guidance when choosing between admixing with Cebex 250 and using a factory-blended underwater grout.

How we position Fosroc Cebex 250
Within Fosroc’s own range, Cebex 250 sits apart from the other Cebex admixtures: Cebex 100 and Cebex 200 are plasticising/expanding additives that fluidise and gas-expand grouts for cable ducts and base plates, whereas Cebex 250 is specifically an anti-washout admixture for underwater work. The closest Fosroc alternative to admixing your own grout is a factory pre-blended underwater grout such as Conbextra UW (or Conbextra EUW for epoxy applications), which arrives ready to mix with washout resistance built in — often the better choice for precision underbase or high-strength submerged grouting, while Cebex 250 is ideal when you want to upgrade a standard, locally batched cement grout on site. Cebex 250 also pairs naturally with the wider Fosroc marine and repair system, including Renderoc repair mortars and Nitobond bonding aids above the waterline. Against competitors, the comparable anti-washout/underwater concrete admixtures in the Indian market include Sika’s anti-washout admixtures and UW grout range, MBS (Master Builders Solutions, formerly BASF) underwater concrete admixtures such as the MasterMatrix/anti-washout chemistry, and pre-blanded marine repair systems from Dr. Fixit (Pidilite) and STP Limited; each offers underwater placement and repair solutions, and the right pick depends on the base grout, project specification, available technical support and commercial terms. For most contractors in Delhi NCR and across India, the practical decision is between dosing a known, locally available cement grout with Cebex 250 for flexibility and economy, or specifying a pre-blended underwater grout for guaranteed, repeatable performance — and Space Arc Engineering can advise on both as your authorised Fosroc partner.
