STP ShaliPrime SSC
The solvent-based coal tar primer that seals concrete pores and locks ShaliJet and other coal tar sealants into runway, canal and pavement joints.
What is it?
A black, solvent-borne coal tar primer that seals the pores of a concrete surface and creates a receptive, tacky base for coal tar joint sealants and coatings.
Where is it used?
Concrete floor joints, canal-lining gaps, PQC airfield and highway pavements, and any masonry groove that will later receive a coal tar sealant such as ShaliJet.
Why use it?
Bare concrete is porous and dusty, so a hot-poured coal tar sealant struggles to grip it. ShaliPrime SSC bridges that gap and gives a reliable, long-lasting bond in the joint.
How is it applied?
Stir to a homogeneous mix, then brush a single coat onto clean, dry, fully cured concrete at 3-4 sq.m per litre and let it touch-dry for about 12 hours before sealing.
About STP ShaliPrime SSC
STP ShaliPrime SSC is a specialist primer built for one job: making a coal tar sealant stick permanently to concrete. It is a solvent-based coal tar formulation that soaks into the surface, seals off the open pores that would otherwise wick moisture and trap dust, and leaves behind a black, tacky film that a subsequent coal tar sealant keys straight into. Without a primer of this kind, hot-poured sealants in a runway or canal joint tend to lose adhesion at the interface, and once the bond breaks, water and fuel find their way in behind it. ShaliPrime SSC exists to close that failure path before it opens. For engineers and applicators in Delhi NCR and across India working on airfield PQC, road pavements and water-retaining structures, it is the quiet first step that decides how long the finished joint actually lasts.
The product comes from STP Limited, the former Shalimar Tar Products, whose coal tar and bituminous technology has been protecting Indian infrastructure for decades. ShaliPrime SSC is deliberately kept simple in the field. It ships ready to brush, needs only thorough stirring, and covers 3 to 4 square metres per litre in a single pass, which keeps material planning and cost predictable on long linear joints. Space Arc Engineering supplies it as an authorised distributor and applicator, most often paired with STP ShaliJet Sealing Compound for the sealant layer or ahead of ShaliMark thermoplastic marking on PQC. Because it is a coal tar system rather than an epoxy or acrylic one, it is chosen specifically where the topcoat or sealant is itself coal-tar-based and where fuel and heat resistance matter more than colour or cosmetics.
The technical insight
The mechanism is straightforward but easy to get wrong. Concrete that has cured for 28 days still presents a network of fine capillary pores and a weak, dusty laitance layer at the surface. A hot coal tar sealant poured directly onto that surface bonds mostly to loose dust, so the joint fails at the interface long before the sealant itself degrades. ShaliPrime SSC is thin enough (Ford Cup No. 4 flow time of 35-60 seconds at 23 degrees C) to penetrate those pores rather than merely sit on top. As its solvent flashes off, the coal tar residue is left keyed into the pore structure, binding down surface dust and presenting a chemically compatible, coal-tar-rich film. Because primer and sealant share the same coal tar chemistry, the later hot sealant partially re-softens and fuses with the primer film instead of merely resting against it, giving a continuous, cohesive bond line. The 12-hour touch-dry window matters here: prime too wet and trapped solvent blisters the joint; prime and seal within the working window and you get the fused interface the system is designed for.
Where it is used
- Priming concrete floor and pavement expansion or contraction joints before pouring a coal tar sealant
- Sealing canal-lining gaps ahead of ShaliJet Sealing Compound in water-retaining structures
- Priming PQC airfield runway and taxiway joints as the first step of a coal tar sealing system
- Priming highway and road concrete joints before hot-poured coal tar joint sealant
- Preparing PQC pavement surfaces before application of ShaliMark thermoplastic road marking paint
- Priming filling-station and heavy-duty parking bay joints that need fuel-resistant sealing
- Pore-sealing and dust-binding of aged concrete grooves prior to coal tar treatment
- Bridge deck and heavy-traffic concrete joints receiving a coal tar sealant topcoat
Key advantages
- Delivers excellent bonding between coal tar sealant and the concrete substrate, the primer’s core purpose
- Seals open concrete pores and binds surface dust so the sealant grips sound material, not laitance
- Solvent-borne and low-viscosity, so it penetrates capillaries rather than bridging over them
- Single brush coat at 3-4 sq.m/L keeps consumption predictable and application labour low
- Chemically matched to STP coal tar sealants like ShaliJet for a fused, continuous bond line
- Fuel- and heat-tolerant chemistry suited to airfield, highway and filling-station duty
- Economical and cost-effective relative to the joint-failure repairs it prevents
- Ships ready to brush, needing only stirring, which simplifies site handling
Limitations & considerations
- It is a primer only, not a sealant or coating; it must be overcoated with a compatible coal tar sealant to perform
- Chemically suited to coal-tar-based systems, not to epoxy, polyurethane or acrylic sealants and coatings
- Solvent-borne with a 23 degrees C flash point, so it needs good ventilation and strict no-open-flame handling
- Not for application below 5 degrees C or during foggy or rainy conditions, which limits monsoon and winter-night work
- Requires fully cured concrete at least 28 days old and a clean, dry surface; damp or green concrete will fail
- Black colour and coal tar character make it unsuitable where a light, decorative or low-odour finish is needed
Selection & best practice
Start with the substrate. The concrete must be at least 28 days cured, and the joint or surface must be brushed or hot-air blown completely free of dust, sand and loose particles, since ShaliPrime SSC bonds only as well as the material beneath it. Stir the drum thoroughly with a speed-drill mixer and a spiral blade until the mix is uniform, as coal tar primers settle in storage. Apply a single coat by brush onto a dry surface at 3-4 sq.m per litre, working the primer into the pores of the joint rather than flooding it. Allow it to touch-dry for about 12 hours before pouring the coal tar sealant, and plan the sealing so it follows within the primer’s working window. Never prime when the temperature is below 5 degrees C or in foggy or wet weather, both of which trap solvent and ruin the bond. Because the flash point is 23 degrees C, keep the work area well ventilated and free of ignition sources, and use gloves and eye protection throughout.

How we position STP ShaliPrime SSC
ShaliPrime SSC is the priming layer of a coal tar joint-sealing system, so it is almost never bought alone. Its natural partner is STP ShaliJet Sealing Compound (stp-shalijet-sealing-compound), the hot-poured coal tar sealant it is designed to bond into runway, canal and pavement joints; specify the two together for a complete primer-plus-sealant joint. Where the job is PQC road marking rather than sealing, it also serves as the primer beneath STP ShaliMark thermoplastic road marking paint. Within STP’s coal tar primer family, ShaliPrime CT (a two-component epoxy primer for concrete and metal) or ShaliPrime CTE and PW CT (chlorinated-rubber primers for coal tar enamel and tape on steel) cover pipelines and metalwork, whereas SSC is the choice for concrete joints receiving a liquid sealant. Note that this is genuinely a coal tar specialty: for epoxy, PU or acrylic joint sealants from Fosroc, Sika or Dr. Fixit, the correct primer is the one that sealant’s own maker specifies, not a coal tar primer. If your project is moving away from coal tar chemistry entirely, that is a system decision worth discussing with our technical team rather than a like-for-like swap.
